tons. but it also depends on the refresh rate of your hardware, couple a 1ms monitor with a 0.7ms response keyboard (only one in the world right now is Steelseries Apex Pro), a low MS mouse, and you will react and feel the difference so vividly.

If you are talking about a monitor, double check that 1ms... there is a trend of marketing monitors as 1ms, but it only gets that low under very specific circumstance.

The thing is, advertised response times are heavily misleading. The actual response time depends on the panel type and quality. There are quite a few videos you can find about monitor specs being misleading.
For instance, TN panels are often between 3~6ms (depending on quality), IPS panels are often 4+ms (again, depending on quality, to get faster response times means to pay quite a bit more for a newer high quality IPS display, otherwise most IPS panels are closer to 7+ ms), and VA panels are most often close to 10ms, if not more.

In reality, the advertised response time of a monitor is what they call "GtG" or grey-to-grey, they're advertising that the panel response time is x ms when the screen goes from grey to grey. In general usage and especially gaming, you will never actually see such response time.
For competitive play on a budget, the only wise option is TN, but if you can afford to splurge, getting a top quality IPS panel with proven fast response times comparable to TN is viable. Even so, if you care about the fastest response time and don't care about color quality, then there's no point in paying more for IPS. VA should always be avoided for competitive gameplay, because VA panels always experience horrible ghosting due to them having the worst response times.

Trust me, if you were able to perceive 3ms as a huge difference, you would be destroying everyone, regardless of monitor.

60hz is usually around 16-18ms
144hz is approx 5-7ms

This can't change no matter the specs.

1ms is a pipe dream and false
1ms is Grey to Grey only, not the full RGB color spectrum

144hz or higher
Has DisplayPort
And has at least FreeSync (which can also work as GSYNC on Nvidia gpus)

Then it's generally fine.

Another spec to look at is the pixel pitch or PPI vs the size of the screen.
