I own a 4K monitor (XB271HK) and a 1080p 144hz monitor (VG248QE) and the difference between 60hz G-SYNC and 144hz is "insignificant" to put it at best. Yes, 144hz is slightly better than 60hz, but overall I think the 4K resolution is alot better. The high quality of 4K is awesome and if you do more on PC than just gaming, you will like the nice picture quality better. 4K enhances the whole PC experience.
4K 60hz G-SYNC is a smooth gaming experience. It's not like 4K 60hz with no G-SYNC. Once the frame rate drop below 60fps without G-SYNC, it goes to 30hz, so looks laggy.
So yeah, If you're going 4K, make sure it's a G-SYNC panel. Gaming at 4K with no G-SYNC, you'll be playing at 30hz most of the time. G-SYNC is a must at 4K.
Asus VG248QE is a TN panel, but the colours are surprisingly nice on it. It's a great cheap monitor. It's worth the price that's for sure. The newer model of that model (ASUS MG248Q) isn't much more to buy, and I would consider that monitor if you're looking for a great cheap monitor now.
They're both great monitors end of the day. I highly recommend both. It just depends on your budget and what you prefer 4K or 144hz..... I prefer 4K 60hz G-SYNC over 1080p 144hz.
IMO a 1080 is better suited for 1440p gaming or 4k on older titles.
Even a 1080ti will struggle with some games at 4k such as Deus Ex.
Basically if you want to go 4k 60hz, either get a 1080ti or a new titan xp pascal.
Best way is, find a way to play games in both 144hz and 60hz monitor, and compare them by yourself. If you notice any difference, and you feel that you need 144hz, then go for it.
Scratch those words if someone says - 144hz is good for First person shooter and blah blah..., there are no such things.
