If you having poor ping/jitter after having tried all the basics, please contact and complain to the ISP, it could easily be a ISP line related problem.

- Downloading something in the background, as you're playing online.
- To many devices, or someone downloading and hogging the bandwidth.
- Modem needed to be reset.
- An issue within your area, or going to your area, that only your ISP can fix.
If the 1st three options are not the cause, you have no choice to contact your ISP, have them ping you, if they find it high, request for them to send someone to you, to check your modem, and your area, also make sure they say it's free of charge before sending someone out to you, or else they will try to bill you for it.
