Clean install OS; just connect OS drive and single GPU for that period until after the OS is installed.

Go in to the BIOS and boot from a disc or flashdrive with the Windows installer on it. If you are trying to boot from a install media and it is not working the installer is corrupted.

Boot from an actual OS installer media.
Again, you have everything hook up to, don't do that.
Remove the 2nd GPU and any extra Drives. For now, just hookup the drive that will be used to install OS to. Connect Win10 64bit USB Flash Drive and boot from this and start the installer.

Sounds like to me a corrupted ISO, as Bad_Motha said download the ISO from a working computer, make sure to choose what bit version you want to use (64x) then install it onto a USB, or burn to a DVD disk. I'm not sure a BIOS update may help, but if it doesn't change anything, I can only think something wrong with the USB/DVD itself, or one of the components not working right.

Do you mind listing everything for your system?

You can give this a try since you have 2 HDD, and 4 SSD, unplug them all, but leave one SSD you want Windows to go on, and take out the one GPU, if this issue still happens, then I can only guess something is wrong with one of the components.

If you're using USB stick, plug it into the motherboard, on the back of the computer not the front on the case, also plug it into a stander USB slot. If this is a DVD disk, power system and get into BIOS, and put the disk into the DVD player/burner.

Next you power up, press delete or F2 until you get into the BIOS, on the right side of the screen you will see two more more drives, drag your USB/DVD drive to the top of the list so it's set to be 1st boot from, after that you save and quit, then it will boot the 1st drive.
