if the cpu isnt fast enough the gpu will not be maxed
tldr: oc to 4.5+ to get higher fps
And it's not hardcapped, and that's since been changed. You can uncap with console, and the new cap is 400fps if memory serves.
That's a CPU bottleneck; GPU usage being <95% without an FPS limit is indicitive of something else being the limitig factor. Given the game, it's CPU.
Not that it really matters 200FPS is more than enough for thr majority of players.
But if you're anything like me, that answer won't suffice.
Overclock your CPU and RAM if you can, limit the game to only using 4 threads, and use RTSS to cap FPS, that'd smooth frametimes out, improving smoothness and give no/less stutters.

i dont believe theres a fps, atleats i didnt reached it yet since at some points in the fps benchmarkmap my fps goes to 600-700
