Try disabling XMP in BIOS next time you get into it and see if that changes anything. If it does, then BIOS is probably improperly setting the XMP values, in which case you'd have to manually set all of the timings, voltage, and clock.

It's a pretty handy tool for finding the best timings for your particular RAM kit. It does require you to know the specs of your RAM if you want an accurate reading outside of detecting the XMP profile values.
Also try using DDU in safe mode to wipe the GPU driver and reinstall the GPU driver. Leave out the GeForce Experience bloatware crap.

UserBenchMark apparently doesn't recognize or acknowledge the brand of RAM, can't even manually input it into their site.

you have a ddr3200 kit, should be at 1600mhz
boot to bios, set the ram xmp profile to 3200/1600mhz
it will set the timings and voltages for the ram for you
I told him to turn off XMP and see if the problem persisted, he probably did that.
His memory kit isn't on his motherboard's QVL for Matisse, so he's testing to see if it's an incorrect XMP profile applied by the BIOS that's causing the issues.
1. Clear CMOS by removing the battery (or hitting the Clear CMOS button on the back of the motherboard if it has a button) and make sure BIOS is up to date
2. Try another kit of RAM ASAP, it could still be the RAM
3. Wipe the GPU driver with DDU if you haven't already, and then reinstall the driver.
try with 1 dimm at a time to see if the problem follows a specific dimm
