75hz monitor display uncontrollably lagging on csgo

Just recently I've experienced a bug that makes the game practically unplayable. Anytime I boot up CS on my 75hz monitor it stutters and lags so hard it makes it unplayable. I tried booting CS on a 9 year old generic 60hz 24' monitor and it had no visible issues. I've tried seeing if maybe it's the computer's issue with a frame counter and I got a normal 400 fps average. I've also reinstalled windows twice with no success. Help?

It's stuttering because your FPS shoots up really high but your CPU can't consistently prepare 400+ FPS. Try limiting FPS to different values until the stutters stop. (i.e. 300, 240, etc.)

Limit the fps to around 120-250
