Yes but a 4GB can limit you severely even at 1080p and with a lot of upcoming titles using the new Unreal Engine 5 etc will completely use up all your vram and cause it to switch to ram which is much slower causing you to get less frames.
Sure in the titles where you dont need 4GB of ram you'll get good fps but why waste £200 on a card which is useless in the future or in some titles because you cheaped out on a lower vram card lol.
In the case of 25GB VRAM vs 48GB VRAM between the RTX TITAN and RTX 8000 then obviously you can be right, they have almost identical specs when it comes to gaming ONLY yet one has over 23GB more VRAM than the other. In a game they'd perform almost identically but in AI and certain workstation and live CAD work the RTX 8000 smashes it. This is slightly different to have just not enough VRAM in the first place. Its like saying 8GB of RAM is good in 2020 when its JUST enough for games when realistically you need more, sure you can play games but you will get severe fps drops and some games simply will use it all up and its recommended to get 16GB if you even want to consider have a chrome tab or spotify open in the background.

Plus I'm recommending a card which is just faster anyway by 25% - 1650s vs 1650s is a big difference for a small price
but 6GB is better than 4GB so eh
What was not discussed is the fact that when VRAM gets maxed out Physical RAM starts being used (Shared Memory) as Video Memory, in cases such as those having more than 8GB physical RAM becomes helpful as to not then cause the addition of lack of RAM issues because Shared Memory is able to use HALF of your Physical RAM (so if you have 8GB RAM the system can use up to 4GB for video memory), which is why 16GB RAM aside from other reasons can be a good thing to have and why having enough VRAM can also be important.
So yes, depending on the game and the rest of the PCs specs VRAM can play a part in performance.
These are my current pc specs so what GPU would be good upgrade? I am on budget for gpu
If you can just save up for something like a 2060S that would be the way to go, but anything is better than a GTX 960.
But if you have no choice then the 1660S will do the trick for a number of years till you can get something better at the time.
If these can be had for about the same price, then these would be better as they're slightly faster. But IF they cost more, then sure, the GTX1650 Super would be just fine.
