Potential Problem #2 (This is probably your problem.)
Since i3's have a APU
its good to go into the BIOS and make sure your display is set to discrete graphics instead of integraded.
It will usually read as IGD, if so change it to Discrete.
Generally this is set to IGD on CPU's with integrated graphics like the I3 2120.
The reason behind this is its a low-cost CPU making it easy to build a work horse without requiring a large investment just to display.
Most motherboard when they detect a APU (a cpu with a graphics core)
Automatically default to the APU for display ignoring the discrete card.
You have to manually change this when you start your PC. in the Bios settings.
From IGD to - > Discrete
This will only happen on APU's
It's happened to me when I used Ryzen 3, and AMD A Series back in the day.
Now I use CPU's without graphics cores so I haven't run into this issue again.

Potential Problem #3
If you have any older GFX card you can test the PCI slot to make sure it has not become damaged.
if the card is defective it can send surges into the pci-e slot or even pull more power than needed burning the gold connections. in the slot its self.

A damaged GFX should lead to artifacts and blue screens of death. unless the HDMI port became damaged and unsoldered it should be rare to have no display if the card is still powering up with PC power.
Anyways hope you've solved your problem.
Bios settings for display since the I3 has a integrated graphics core.
Or failure in the PCI-e slot. (least likely) since u said this has happened twice.
Seeing how your PC boots up without the card and displays fine, this is most likely your issue.
Go into Bios. find the display or graphic option what ever its named.
And switch it from IGD to Discrete.
IGD = Integraded graphics device.

This H61 chipset came out 2011 and has been discontinued.
Also the compatible motherboards for the 1050 TI card don't even mention this brand. That's how janky PCing in china is.
The motherboard clearly states V1.0 near the PCI x16 slot.
For example, intel never offered a H61 chipset that had VGA/HDMI & 4 USB ports on the board, it should be 6 with the HDMI VGA combo.
This is a custom Chinese soldered board. The chipset design is nearly 10 years old! But the clone is modern Chinese garbage.
You can say "I just bought it" But that means you have no idea what you are talking about, this chipset was manufactured by intel in 2011, and china is selling discontinued SALVAGED boards, like this one which has most likely been repaired. Or is a "clone" there attempt of reverse engineering and selling a much weaker product at the same price...

Next time buy anything from MSI, EVGA, ASROCK, ASUS......... Unfortunately the DDR3 Ram That should've told you the board is well over 5 years old....

Now, it could be bios related. You have the AMI bios.
American Megatrendz, Inc. Which I feel is super old lol l most companies now have their own custom version of AMI.
So first, reset your bios to defaults and restart.
Or if your bios don't have an easy option like that.
Unplug the PC, and remove the CMOS battery for 1-3 minutes to reset your motherboard.
If your computer is not compatible with the GPU it may automatically switch to IGD when the GPU is plugged in.

Lol I cant even recommend you replace the H61 because a real one is in the $150's because its old and anyone who actually needs it will pay that price.
Heres my recommendation for you.
Sorry but you PC is done, you messed up when you bought an 10 year old board thinking it was new.
If you want to do Intel. which i do not recommend as they are now behind AMD in performance and technology.
You can re-use your HDD's, PSU, GFX Card, Fans, CD Drives, Cases, well everything you only need to replace the bare bones.
9th Gen i3, instead of your second-generation i3..... Socket is 1151
You will need to replace the motherboard anyways might as well upgrade.

So you need to spend $210 roughly to upgrade your PC to last you the next 5 years.

yours is currently past its expiration date regardless of when you assembled it.
p.s. the reason your bios shows made in November is that the manufacturer made tweaks when they assembled the board because it's not actually an intel official chipset layout its a reverse-engineered one, they tweaked the bios so it would work.... kinda...

Have you had it tested in a working PC with the gpu actually working?
It could be a dead gpu.
because the 7800 was released not long after your motherboard chipset and was designed to be compatible with boards of that era..
