your cpu should have no problem with minecraft...
get something like hwmonitor and do a benchmark to see if everything runs properly...
70c under load seems a little high for a CPU that's stock, but not anything to worry about.
(Still, I would be sure you mounted the cooler correctly, and tight.)
If you look in those games, with MSI AB (and RTSS to display it while playing), do you get <95% usage on the GPU while playing?
But, It shouldn't be that bad, you should be getting a few hundred FPS in CSGO and Minecraft, it's not that hard to run.
I would recommend looking in the game settings, and making sure you're using the correct resolution (1080p if your monitor is 1080p), because you could have some form of DSR or resolution enhancement, that'd tank performance for little gains.
I've also had some hiccups with my liquid cooler before, had to refill it, I don't remember how exactly as my older brother helped me with it, but the cooler, as well as the filter in it, was blocked, so it had really poor flow, but it's fixed now I believe, as my core temps aren't in the 90s anymore after that. But that was almost 2 years ago...
If they're fine, don't worry about it.
If they're high, then you may want to replace the cooler (since it's water, could mean the pump is going or there's no liquid in it, etc.)

Assuming your CPU is around 20% slower than mine and a RX 580 non X is around 5% slower I can say your CPU fills your GPU needs, a 15% bottleneck is not bad, the CPU is at its limit but still delivers decent performances with a good GPU for 1080p 60+ fps high FXAA/CMAA.
The 3820 is barely more than 8~9% slower than the 4771, which makes sense because it's a one generation difference. Definitely nothing to write home about because they're both so similar.

There's no way a 4771 or 3820 would be "at their limit" with an RX 580. Those CPUs can handle a 2080 Ti without issue in most games. It's just that in certain titles they'll pull less FPS than a newer i7, or a Ryzen 5 3600 (or better).
OP can keep his CPU for another few years before really needing to upgrade. All that actually matters is if he has enough cores for the games he wants to play, because otherwise it's still a powerful CPU.
I know 4771 is a powerful CPU which can handle more powerful GPUs than RX 580 X4G, but GPUs like GTX1080 or higher won't run at their max potential, they might lose a few performances (fps) like 10%/15% (keep in mind I have DDR3 1600 mhz RAM).
