Troubleshooting steps:
Problem with GPU,
loose power cabling / using an adapter to power the cpu that is inadequate,
or software conflict causing severe reactions forcing a reboot.

You might want to look into that part as well or get a firewall that disables the windows firewall and add steam as an authorized app to said firewall.
