The (likely Dell) PSU in your Optiplex should be enough for a 1050 or 1050 Ti, they usually just run off of the PCI-e slot alone, only uses 75W.
The psu is only 250 watt I believe.

Still should be fine, the GPU will not use more than 75W without external power (which they don't even support) and the rest of your system shouldn't use the rest of it. The total draw might be a bit tight, but it should be fine.

The cpu is a core 2 duo e7500 (I know it's old but it works) 4gb ram (plan on upgrading to 8gb) Seagate hdd

I will look to see what the exact wattage is on the PSU

A few problems:

1. Dual-core systems these days are pretty bad, you're going to get decent performance in single-core games, but anything using more than single-core and the CPU will hold you back.

2. That motherboard probably won't even support 8GB due to the age.

Would 6gb ram work?

Given the age, I doubt it, and it's really not worth spending money on. You're better off saving up money and starting fresh or getting a newer Optiplex with an i5.

I will look to see what the exact wattage is on the PSU

The max power is 235 watt. Will that be enough?

It should be, since the CPU is really low power and there's not much else drawing power, but with the age of the system, there's no telling if the (likely 11 year old) PSU will handle it. OEM PSUs with pre-built systems are barebones.

if you plan to upgrade any part you don't want to have that little headroom. go 400W at minimum.
1050/ti are very low power gpus, ~75w

a quality 350w would be fine

the evga 600br is often on sale for under $50

The cpu only draws about 75 80 watt max so 75+75 is about 150 and then add like 10 watts or something for the hdd and ram i still have about 85 or so watts left
pc is more than cpu+gpu, those just use the 12v rail

there is also drives, mobo and other accessories that it needs to power

basically
cpu = 75w
gpu = 75w
mobo, drives, ram, fans, usb ect... = 100w
and give +100w overhead (poor/overrated psu, or crossload mix, older psus were designed for more 5v than 12v loads)

total = 350w
