What is the best budget motherboard and monitor for this build?
CPU: AMD Ryzen 7 3700X
GPU:RTX 2080 Super
RAM: 8x2 16Gb 3200 Mhz

other some 500 gb ssd and 1 tb hdd

Monitor ateast 1440p with refresh rate of 100+ fps

I second this.

You don't really need any of the features from the x570 chipset, the Tomahawk MAX has fine VRM for all the Ryzen CPUs.
(Could get a little warm with the 3950x though.)

Little nit pick first, refresh rate and FPS are entirely different metrics. While they may seem similar, they're not.

However, enough being pedantic.

What panel type do you want?
(TN - Mediocre colours, mediocre contrast, fast response, cheap. IPS - Good colours, better contrast than TN, mediocre response time (still fast enough mind you), slightly more expensive. VA - Good colours, great contrast, bad response time, slightly more expensive.)

What monitor size are you looking for?

Want any different aspect ratio, or just normal 16:9?

What is your price range?

The B450 Tomahawk is a great motherboard at the price according to reviews. Since you are going for a 3000 series chip get the Tomahawk Max version since it is already has an updated BIOS.

For the monitor this is the one I have been using.

It is 1440p, 165 hx refresh, freesync. It is a VA monitor so the response time is slow, but I haven't noticed any problems myself while gaming. Here is a review of it.

I have 350$ price range for monitor but thx anyway , I already found a cheap hkc 1440p 144hz monitor for 270$
