How high does your FPS normally go? If you're getting stutters with high FPS, then limit your FPS to 60. Older i5s really aren't suitable for anything higher than 75 FPS in multi-threaded titles like CoD: Warzone.
Yeah, even a 6600K can struggle to maintain 90 FPS. Use a framerate limiter like RivaTuner to limit your FPS to 60 and see how the usage changes.
Okey The problem isnt my specs. Its some like setting or idk but its not my pc specs.
It is. 4C/4T CPUs are low end in 2020 and struggle to keep up. I have an i5-3470 in one system and an i5-6500 in another, they have the same problem. It is your PC, it's a common issue with these kinds of CPUs.
Even a simple software update can screw you over because 4C/4T is a DEAD MINIMUM for new CPUs; Intel's 9th gen i3s are 4C/4T, 10th gen is going to be 4C/8T, and the only Ryzen CPU that has 4 threads are the Ryzen 3 APUs and older Ryzen 3 CPUs.
You're going to find more and more limitations with 4C/4T CPUs like that i5, it's fallen out of the mainstream.

Have you downloaded anything since the performance issues started happening?
What programs are you trying to run?
chrome, discord and other apps will chew up cpu on an i5; you can't game and run them in the background if you want good performance
steam has a low memory usage version (the standard version is built on chrome btw afaik) but you have 16gb so that shouldn't be an issue
multiplayer online games with a lot of players often don't run well with an i5, join something with less players
either upgrade your cpu to a 4790k but better still sell your current cpu, mobo, ram and buy something current for much more performance per $
your CPU is pretty old. It's about time you change to a new motherboard and CPU like a B450 and Ryzen 5 3600 or a H310 and i5-9400F
Warzone is multi-threaded, it's easy for it to use all 4 threads of an i5 or i3
It uses more than 4 threads. It even puts my i5-6600k on it's knees, and it'll put any quad core/thread chip on it's knees too.
Your CPU just isn't strong enough for the game.
