I'd say you'd want to upgrade your CPU to a 3600 though, because the APUs (XXXXG) are not well suited for very high refresh rates. They're more or less designed to be used with the on-board graphics and aren't very powerful.
The RX 580 will also not get 144 FPS consistently in most games unless you drop the settings. It depends on the game.

120hz OLED monitors are the best but expensive.
Look for something like Asus 279Q if you wanna go cheap.
OP comes in asking for best budget 144hz monitor. Gets told to upgrade computer instead and challenged on what he says is his FPS in his #1 played game.
The 2600 is faster by ~1%... The 1600 AF is literally just a refreshed 1600, basically the same as the 2600 in almost every single aspect.
What does it matter? If he said he gets it, chances are he gets something like it.
So why not just recommend a monitor instead of being pedantic and questioning everything?
Depends on the game, but it's entirely possible in a lot of games.
Best is a bit subjective; do you care for monitor colour accuracy/contrast ratios?
Or are you only intrested in latency?
What is your budget?
And, I assume you want adaptive sync?
