Though, no harm in trying I guess.
Make sure the sensor is clean for starters.
Disable Windows mouse acceleration (don't touch the sensitivity slider.)
Make sure the mouse is on the highest polling rate (1,000hz iirc.)
And yeah, if your mousepad isn't clean, clean it. (Warm water and soap, leave to dry on a flat surface.)
why do i say this: i have a ROCCAT lua gamer mouse which ones mousewheel doesnt do lagging when i try to change the weapon with the mousewheel, when the lua mousedriver is installed.
and i do think your problem is softwarerelated. i would try, as a test, to change the grafix engine thing. for example opengl<-->vulkan or in older games opengl<--->directx, if possible.
last thing i would try would be reinstalling the operating system.
