No, it's garbage software offered in HP laptops that "optimises" cooling. However, it doesn't actually work from what I can find, as people have complained that it made temperatures worse and made the fan(s) louder. It's basically just an automatic fan speed adjuster, and is more geared towards power saving than actual cooling, only ramping up the fans when temperatures exceed a certain degree, which is why it gets hot and loud.

I would disable it.

Laptops = wipe it clean by booting from a freshly made Win10 64bit usb flash drive and wipe the drive clean and then install OS to rid such oem systems of all the needless preinstalled junk.

But the fresh w10 has lot of bs preinstalled like Microsoft store and Cortana...

Stuff you can easily disable or not use. You can fully disable most of the telemetry and Cortana with ShutUp10
