When released it was closer to 80-100 bucks more and the *then common* advice was not worth it.
Since then the price has gone down to 40-50 bucks difference, and Sillicon Lottery has publicly published their mass-scale binning results of the 3700 and 3800x chips.
3800x are chery picked. They consistently run cooler, faster, and with lower voltages. Every single 3800x SL tested held a 4.2Ghz all core AVX load that less than half the 3700x could sustain.
3800x is chery picked, will overclock better, will run on lower voltages, and is worth 40 bucks more.

For ~50$ more there really isn't a reason not to go with the better CPU. Same with the 3600 vs 3600X. ~50$ would only matter for people that are on a seriously tight budget, and if that were the case, I don't see why they'd want a 3700X if it would severely limit their GPU choices.
If it was closer to 100$ and the budget was tight enough that it'd force you to drop down 1 GPU tier, then it wouldn't be worth it. (GPU always comes first in 2019/2020 because pretty much every decent CPU made within the last 5 years can handle 60 FPS without any significant bottleneck)
tl;dr - OP, opt for the 3800X. 40$ isn't really going to make a dent.
Most air coolers like the Wraith Prism that comes with Ryzen 7 and 9 would be better than that 120mm AIO, I wouldn't bother using it. 3600 MHz RAM will work, but it can be a chore to get it working properly as memory compatibility above 3200 MHz is still spotty on cheaper motherboards. If you want 3600 MHz, you'll be better off with a decent X570 motherboard.
I have to advise against the Wraith Prism. Was way too loud for my taste. Not sure if OP doesn't mind it. Pretty sure he can test it out but I wouldn't have wasted my time if I knew it was that loud. If he doesn't know what silent is then I guess it'd be ok, but really stinks to go from quit to loud again.
Then he can just get a different air cooler that'll be quieter and more efficient. I was just pointing out that the Prism would be a better cooler than whatever 120mm he has, because it is better.
My AIO was the Corsair H55 which was about $100 when I got it...worked well for my old 2500k, i7 2600 and 3770 - both i7s I got for free...

That's the AIO I have.
I do want to do a little overclocking but I want to keep the upgrade price under $800, or around $800.
Motherboard, cpu and ram alone is costing me around 787 for the 3700x. I don't mind getting the 3800x, I'd gladly get it since it $80 off... the 3700x is $429, and the 3800x is $474.
And in reply to emoticorpse; noise, I couldn't care about it... I rather cooler hardware than warm hardware and silent fans.
Oh, yeah the temps weren't that bad. I didn't even play around with thermal paste. I just used the original guck that was on there.
3700X won't overclock as well as the 3800X, but even then, you won't get more than a 4.3 GHz all core OC with the 3800X at ideal voltages according to the silicon lottery. Overclocking Ryzen is mostly moot.
120mm AIOs only make sense in cases that can't fit a good air cooler. And something that old is probably going to near its end of life.
Oh ok. Yeah, I would feel the same but I figured my Hyper 212 was basically around the same in performance but just quieter. Had to go back to it. I did like how the Prism looked though.
I tested it against Cooler Master's ML240L RGB as well, and it performed worse than the Prism with the same paste (NT-H1) but not by much. Within a few degrees.
Though that doesn't say much, considering Cooler Master isn't actually good with liquid cooling, and haven't really bad a bombshell of a cooler since the 212 EVO, even though they've tried. The Deepcool 120EX I had performed the same as the ML240L, and it was quieter.
If I was looking at a new cooler the noctua 15s is appealingly better than the prism but at $100cdn not right now.
