How do you turn on "Cool N Quiet" type option in Windows 10?
So I noticed after a format my CPU is staying max usage How do I turn that on again?

Typically it's managed in the BIOS, so shouldn't be affected by Windows installation. Alternatively you might be able to manage it with your motherboard's performance tuning software in Windows, assuming you have that as an option.

Oh it's probably some updates going on in the background I guess? It's idling up and down properly after restart.

Yeah probably stuff in the back ground. Even after a restart stuff can be going on in the background for around 5 minutes before a system settles and CPU will idle
