You could probably put more voltage into the dc motors but I am unsure of the upper limit before you burn out the copper windings inside them.
higher voltage = lower current and will be slightly more efficient
pc case fans run on upto 12v, maybe upto 18v tops before they will just quit working
better off playing with the fan profiles, set them to 100% all the time for max noise and better airflow and cooling
but as said, theres really no point in doing so.

I really don't care about noise (even if these are super loud) my room is around 40c in the summer so I rather have cool hardware, all I gotta do is turn up the volume on my speakers...or get a fan controller
Fans will only do so much when the ambient temp is the problem
I have around 6 case fans (3 intake, 3 exhaust) that range from around 700rpms to 1400 rpms...some fans move little to no air and one fan moves a lot of air. I have a 2 old Antec manual speed Molex fans, one cooler master 212 EVO fan, a Corsair fan, and two no name fan which is probably a few years old and moves little to no air...
And then you add in an mediocre case (Corsair Cabride 275R), Ryzen 3800X with stock cooler, and an highly overclocked/overvolted Asus Strix 5700 XT...temps are high on idle even if my room is cold; under 15c. And when my room is 40 to 50c, you can imagine how hot my GPU/CPU gets at idle and in games while I'm literally sweating bricks.
As of right now, lowest temp my CPU hit from just idling on desktop is 49c, highest is 75c. And that's with the CPU fan at 100%.
I had to remove my CPU and GPU overclock otherwise my PC is unstable at these temps. Either it would hard reset or the screen suddenly goes black and the PC immediately reboots (no BSOD).
So, I bought those 4000RPM 200CFM Molex fans, 6 of them. My PC might sound like a jet engine when I install them, but it should help with temps and airflow either way.
