Does a monitor like this exist?
I was researching new monitors. But it seems like what I want does not exist yet. I want a 32-40 inch 16x9 monitor. I want 2K most, but I will take 4K. I do not want curved because I want to be able to rotate 90 degrees for some applications outside of gaming.

Expensive TVs have true HDR with local dimming. They can also upscale 1080P content to 4K. But none of them in the under 55 inch size do FreeSync or better than 60 Hz. And they do not have most of the gaming features that monitors have. Samsung comes close, but only at 55" and above.

The monitors do not have local dimming and none of them mention upscaling.
Thoughts?

You will have to get an aftermarket versa mount, but the monitor comes with a versa backplate in package. 32" flat screen, 165 hz, 1440p, freesync. I have this monitor and have been happy with it. I have not run it at a 90 degree flip, but don't see why it would be a problem. It is not HDR.

Here is a review.

Not for me. No HDR. Some crap BS about being HDR ready. Plenty of monitors like that. I want quality picture over Hz. I do not care much about high Hz.
It seems TV are pushing quality picture and monitors are just pushing Hz.

You could try checking the G-Sync compatible list. They'd all do Freesync. TV will upscale content because they may get older content that could be as lower as 360p. No idea if any monitor upscales. I believe Nvidia shield can/does but have no experience with it.

Page detailing G-Sync versions. Yes you want Freesync but it'd give you a better Idea of what the display can and can't do.

G-Sync List can be found here. G-Sync Ultimate is best but has limited numbers,

I asked that before. So you think all G-Sync should be able to do FreeSync. I think so too but I can find no proof.

I think I will have to wait for a while. I think my best option is a TV that is optimised for gaming when I can get one in a size under 49 inches.

G-Sync compatible monitors don't have the G-Sync hardware component but they are Freesync displays that meet requirements to allow G-Sync to work. In theory that list should all be Freesync display with no G-Sync tech inside. Can't confirm that though and I do actually suspect The G-Sync Ultimate may have the Tech and not be Freesync compatible.

Hoping you could use it to find monitors that meet your requirements and they are Freesync when checked out.
