Question about Xbox emulators
If I buy the digital download version of, say, Halo 4

Will I then be able to use that on PC via an Xbox emulator? Or does this only work if I have a disk?

Chances are you'll need a Microsoft account to play Xbox 360 and Xbox One games on PC. Also Windows 10.

The "emulator" may launch together with the game if you make sure to buy a game in Windows store. Not Xbox LIVE marketplace. The marketplace is for consoles.

And I thought we already had Halo here on Steam?

If it's an Xbox One game chances are you can purchase it once and play it on Xbox One, Xbox Series X, or Windows 10 PC via the Microsoft Windows Store.

Regardless, a Microsoft Live Account (msn, hotmail, live, or outlook email account) is required on Xbox or Win10 apps store.

If it's only on Xbox 360, those are not available through the buy once, play on Xbox or PC system.

Not number 4 yet. I’m really just looking to test some of the mechanics in advance, not really play it as a game

Yes, for example I paid once for Gears 5, Forza 5, Sea of Thieves, and a couple others. It doesn't matter if you paid for that while on an Xbox One or via Windows Store via a Win10 based PC. As long as I log into the same Microsoft account on both platforms I can download and play those games as they are owned by that account. So yea let's say I only have a Win10 PC, I can buy a game in Windows Apps Store that is also available on Xbox One and be able to go play that same game on a friends Xbox One simply by logging into the Microsoft account I used to purchase said game.
But doesn’t that only work for certain games? I don’t think Halo 4 or XBox MCC are included in the “play anywhere” feature
It tells you what platform even on Xbox, that the games are for. (Xbox, which means all of Xbox One, One X and then also the new Series X yet to release; Windows 10; Steam)

I would look at the Master Chief Collection and also Xbox Game Pass. You can have Xbox Game Pass on Xbox One, Series X, Win10... all from the same MS account like I explained above about buy once, play of multiple platforms.
