Best Budget CPU that money can buy?
I have a spare GTX 1070 that is collecting dust.

CPU user benchmark is a horrible and biased website and it's owners are ♥♥♥♥♥♥♥♥ who frequently attack anyone who points out how biased their site is.

Various online tech forums and Reddit communities (AMD, Intel, Ayyymd, PcGamingMasterRace etc..) don't allow it to be linked anymore. For good reasons.

We should stop linking it here also.

core performance is where it counts in games (as long as the cpu has the cores/threads needed by the game), the unused cores are just gong to idle, or windows will swap the thread to other cores/threads

it depends on what deals you can find for cpu, and the performance range you are looking for

if you can find older c2d/q/pii builds for free, thats the best price, but cant run modern titles
or good deals on office pcs, decent price for complete build that can run games if you add a gpu/psu
but for new its harder to beat the ryzen cpus at the $100 mark ($600-700 complete build)

More or less, yes. There are some xcptions, and some requiremnts. For example, if you wanted to use a b350, or early a320 board, with a newer Ryzen 3000 CPU, you would first need to make sure that it has an updated BIOS to it can recognise the newer chip that didnt exsist when the board was made. Likewiase, if you choose a low end board and want to run a super high end chip that has 8-16 cores you might have issues if the board is not up to the power delivery needed.

But yes, in the grand scheme of things, assuming the board has an up to date BIOS and the CPU in question wont overwork the VRM's any (current) AMD CPU should be able to work with any current AM4 motherboard. There will be a hard split it seems with compatibility at the Ryzen 4000 line for 500 series chipsets and above though.
