it depends on what deals you can find for cpu, and the performance range you are looking for
if you can find older c2d/q/pii builds for free, thats the best price, but cant run modern titles
or good deals on office pcs, decent price for complete build that can run games if you add a gpu/psu
but for new its harder to beat the ryzen cpus at the $100 mark ($600-700 complete build)
But yes, in the grand scheme of things, assuming the board has an up to date BIOS and the CPU in question wont overwork the VRM's any (current) AMD CPU should be able to work with any current AM4 motherboard. There will be a hard split it seems with compatibility at the Ryzen 4000 line for 500 series chipsets and above though.
