and windows does a good job at spreading out core load
and the cpu can turbo whatever core is being used, changing core turbo much faster than windows can monitor it
its also a desktop cpu, it does not make any diff if its at turbo speed or idle with no/little load, its temp will be very close
check with cpuz
if fsb is under 99.4 boot to bios and set it to 101
I downloaded cpuz and i see bus speed but rated fsb is not enabled or something (greyed out) my bus speeds changes, it goes from like 99.9 to 100.10 and cpuz shows that the cpu is 4500 mhz when gaming although it does change a lot like go down to 4495 + and up to 4503. When not in a game the clock speed is 4100 (this is when watching a twitch stream, guessing task manager is just broken

on intel 115x it should be 100mhz (+/-.5)
fsb x cpu multi = cpu freq
fsb x ram multi = ram freq
also controls pci speeds, igpu speeds, internal timings and other things
it will not hurt anything being a little slow

or use hwmonitor to watch core speeds
if you want it to stay at a set freq, boot to bios, disable turbo and c states, then set the cpu multi to desired freq/100 (may also need to add more core voltage if its unstable)
it will stay there until it overheats and throttles
stock cooler should not be used for overclocking, or if its a z board it wont be able to oc, but you can set the multi to max turbo

I noticed these drops after i had a blue screen well not blue screen but my computer just went black and on my main monitor displayed a grey screen and that was it, i left it for like 5 mins and it still was there so i turned my pc off, turned back on alright but ever since i just feel as if i have these weird drops, had drops on fortnite before this tho and can confirm that. The lag seems worse with twitch on (on chrome) most consistent drops, some days it seems better then others.
I have 3200mhz coming and when i put that in i am going to factory reset my computer to ensure theres no programs or setting that i have accidently changed that could be slowing down the computer. Its really confusing, I still have warranty on my gpu till september.
EDIT: Temps are fine not seeing my gpu or cpu go above 70c
Usage is also fine my gpu never peaks above 60% and my cpu is the highest on fortnite at 60 - 80% and i feel as if i get less drops on that game.

30% cpu usage doesn't mean anything. It could be all cores at 30% or 1 at 100% and another at 20% etc which averages out to 30%.
The numbers being shown to you might be averages computed by the app displaying the numbers taken over a short timespan e.g.a second. Or a rounding error in a computation. Or something else. It's unlikely to have anything to do with hardware itself.
Games do not produce a consistent load on the cpu. The load will vary depending on where the player is, what the player is doing and what other action is occurring. The gpu can also cause cpu fluctuations.
The easiest thing to do is just put the bios into high performance mode, nvidia control panel into max performance and windows into high power plan.
EDIT: Will get compressed air and clean out more dust that may be within the heatsink
EDIT 2: Played fortntie still drops in that :( Might reinstall fortnite, got a few drops in rl aswell will keep updated, fortnite just seems terrible atm, cpu at 70% memory at 50% and gpu at like 50 - 60%, I have a feeling its gpu that may be causing this due to the games that use low gpu have less drops and games with high gpu have more drops... factory resetting windows tomorrow. Seems to get worse throughout the day...
