It's right down at the bottom of Vishera section so you may need to scroll down a little.
It lists all the clocks and voltages, for base, lower turbo and upper turbo as well as low power states. You will be able to clone the base, lower and upper turbo clocks and voltages onto your FX 8370 using AMD Overdrive. However you may not be able to clone the lower power state settings but that's probably ok as it's probably only for power efficiency.
As for being able to run stock (safely) or overclock you need a new motherboard.

ASRock is winning value as you can see. Other people also make good motherboards though.
Ps, 990FX boards should be rated for 140w keep an eye on that if you do buy one because some aren't.

On a side note the 212evo goes on moderate sales regularly for $25. http://pcpartpicker.com/list/9RwYcf like that.
Like the review says the wraith is for moderate overclock but 60c to me seems too high.
