I would wait until you notice you are not getting the fps you want or possibly lowering your settings just a bit and get rid of horrible drains on your gpu like hairworks or something similar for other games until fps becomes a issue.
We do not know if they do plan on releasing a 1080ti and by then it would probably be around the time of vega release so expect price drops on nvidia's end and unless you are locked in with a g-sync monitor see if vega would be worth it instead especially as you pay less for the freesync tax.
1070 and 980ti about almost the same in performance, just that 1070 has lower watts, smaller memory interface width & bandwidth.

It is better to wait instead of selling a pre-owned 1080 because you realize the 1080Ti offers better performance for 1440p@144hz and VR.
Titan X and therefore 980ti weren't a huge improvement over the 980.
The GTX1080 was a very noticeable improvement over the Titan X .
The Titan X pascal is mental powerful so if you can hang on to Volta you are going to get killer mainstream card performance.
I still don't think think a pascal gp102 based 1080ti is going to be the big announcement in Jan and instead we will get the first glimpse of Volta moved to a 16nm process for release in the second half of 2017.
It was certainly a boost but not a huge boost. It just brought the machine up to my performance standards for the latest games, and then some.
Some are saying wait for the 1080 Ti, but the problem is that it is not announced and there is no official information on it. If going by speculation, and how they've previously handled these variants of chips... I wouldn't expect a release until June or July of next year.
See... Waiting for the next best thing is an endless cycle. When the 1080 Ti comes out, you'll have a whole bunch of people saying to wait for the next line of GPUs. I know a buddy that is running an old 570... He has been saying he's waiting for such and such gpu for years. Will he ever upgrade? Probably not.
Anything else is childs play.
But seriously, going 980 Ti to 1080 is a decent upgrade, but personally i wouldn't consider it worthy price / performance wise.
The bit rate is not comparable from GDDR5 to GDDR5X. It was plenty of a memory upgrade from the 980 Ti, and it shows. The only real thing to go forward from here in video memory is HBM. Considering that the Titan X has GDDR5X, it is extremely doubtful to see any HBM until another VGA line.
This was also one of the reasons I am not sure. Yeah lower "room" but whatever is going through it is moving faster with the 1080, so not sure.
Right now there's bollox all saying a GTX1080ti is going to happen. It only occurred on the last 2 generations of chip and in both cases it was the same chip as lesser ones but fully enabled plus NVidia was being challenged by AMD.
This time AMD have nothing to challenge the GTX1080 and a GTX1080ti would have to use the GP102. Currently you have 2 ways to get a GP102, Titan X (prosumer) £1100 or Quadro (professional) £3000+
Why would NVidia sell a chip for say £700-800 they can charge thousands for unless they have to?
I have no doubt a spec for a GTX1080ti exists so it could be released, but only if AMD knock the 1080 off the top spot before Volta is ready.
We'll see in Jan next year by which time us Titan owners will have already had 6 months use from our cards so although say £300 odd more than a ti would likely cost, our cards lifespan will have been far longer than an end of cycle card.
