RX-480 8GB or GTX 1060 6GB = approx $250 range
RX-480 4GB or GTX 1060 3GB = approx $200 range
RX-470 4GB = approx $150-180 range
GTX 1050 2GB / 1050 Ti 4GB = approx $110 - $150 range
RX-480 8GB / GTX 1060 6GB is right around GTX 980 4GB performnace;
but cheaper priced, use alot less power, has more VRAM. Can handle newer games much better, don't even break a sweat doing VR
Gtx 1050ti needs only 70 watt for itself at full load, and does not need any external power connector.
If your old PSU can run r7 250, then it can also run gtx 1050ti too.....
If you're not in a rush for the psu wait it out for a really good deal for the better gold / platinum evga/corsair/xfx/antec or even seasonic bronze 520/620 go cheap on good deals, black Friday and xmas deals are coming just keep your eyes peeled
I have a r9 270 and my monitor is also 720p, and i can run all the games on steam at max settings without any issue, even the most latest ones......
And 1050ti is 30% more powerful than mine...
1050ti 4gb is the best buy out there....., buying more powerfull is just a west of money....

But if you move to 1080p you'll want something little better, most ppl have 1080p so it's not at all a waste of money for a gtx1060 3GB/rx480 4GB even.
Do a bit of reading to familiarize yourself with good, bad or better psus so you can make an informed decision, evga B and B1 are the mediocre so so line of evga but the B2 is the start of the upper good even the older evga G1 is considered not so good compared the G2.
Overkill is relative being that peak efficiency is generally around %50 usage and sometimes higher wattage psus go for cheap enough on deals you just can't pass it up.
Ps, I've picked up some pretty good psus for cheap in the past like antec neo 620w (seasonic guts) $36cdn, antec 750w earthwatt $48cdn, evga 750 B2 $48, the most I've payed for a psu was $100cdn for a platinum 850w seasonic.
Pss, the thing to look at in psus too is the temperature of continuous power a good psu is at 50c.
