Re-check all the Connections between the Wheel/Pedals/Shifter
Try a different USB port on the PC-side.

To check the Device in WinOS (assuming there is no 3rd party software to do that)
Simply press Winkey R
Then type JOY.CPL
Click Properties

tryed them all and i still get the same thing i have to keep it in a 2.0 usb plug so i can only use two of my usb's . the wheel is getting some power because the leds on it are lighting up and all the buttons on the wheel itself work . also the clutch pedal is not responding. it was earlier today

It could be a faulty AC Adapter; if there is lack of power you will see issues with LEDs, Shifter and Force-Feedback not working properly.

First I would check a local store; sometimes places like EBGames, GameStop, FRYS might have extras that work with stuff like this.

Or you can buy one off Ebay:
Ebay.com > Search > g27 racing wheel ac adapter

But it's not just a power cord; it is an external AC adapter (power brick) so if you do try a different one; ensure the power output is the same as the original; otherwise it could damage your hardware.
