Or you need to turn down the Visual/Graphics Settings in-game.
GPUs wont run out of VRAM; if maxed out, it will just cycle stuff more quickly, which can also cause forms of pop-in to occur. Monitor your entire GPU, load, vram usage, etc... with MSI Afterburner

You also don't seem to have any other really demanding games in your Steam; so not sure what to run as far as a means to better/fully test this issue.
