Do 3000MHz and 3200MHz DDR4 have a noticable difference?
I found 2x8GB RAM sticks and they had LED on them, I'm upgrading my case and my motherboard and the case im planning on getting has lots of lights in it, I really like the colors the RAM sticks I found as well which I think would look good with the new case I'm getting.

I then went across 3200MHz 2x8GB RAM sticks but they have plain black, I like it but i think I'd enjoy the LED RAM sticks I found at first better.. but these are cheaper for now.

Is an extra 200MHz noticable in performance if the frequency is already at 3000MHz?

Yes and No. Some strange games like Fallout IV scales with RAM speed, most simply don't.

Just between 3000 and 3200; NO

Get the 3200, they are roughly same price.

Otherwise if you want the cheaper route, just use 2400
