I'm curious, but on what monitor is all this happening? model, hertz, is there any overclocking of the lcd panel and what is device, recorded video, settings
I tried to use Chrome on half screen and noticed, that it's not just taskbar, but desktop icons refreshing too. Both desktop and taskbar icons quickly blink every few minutes.
Also noticed there is a quick icon blink each time I click on "change adapter options" in ethernet settings. This blink is probably unrelated to Chrome.
I have a copy of Total War: Warhammer (and some other games too) and I will give it to someone who gives me a WORKING solution to this problem.

Find ForegroundFlashCount
Replace the value for Value Data with 1
Find ForegroundLockTimeout
Replace the value for Value Data with 0

Been messing about with it, a "workaround" is: properties of recycle bin, select dont move files to recycle bin, and check Display delete confirmation dialog..
I am having the exact same issue as you. Icons on my taskbar flash/refresh periodically once every 5 to 10 minutes. It happens only when using Google Chrome. The issue started about a month ago for me, and I am researching possible solutions to fix it.
I tried to friend you so we could chat about common factors our HW/SW configurations share, and possibly track down the culprit, however you probably blocked me :) (I wasn't able to message you beforehand)
Did you installed any new apps?
What PC components do you have?
As for the background software on my tray, it is:
ESET Internet Security
Google Backup & Sync
SoundBlaster Z control panel
X-Mouse
nVidia driver with GeForce Experience installed
Skype
There are also various 3rd party background tasks that are not on the tray:
Oculus Services
V-Ray licensing services
Adobe licensing services
TeamViewer service
Ephere Ornatrix licensing service
ASUSTek driver service
My bet, however, goes on some Google Chrome settings that are being stored within your user account so the issue returns after fresh Windows reinstall, or some settings stored within your Microsoft account, so they also get restored when you do a fresh PC reinstall.
That's why I wanted to get in touch with you via a realtime chat, so that we could narrow it down faster, instead of lengthy forum posts :)
I have no idea what it could be. I'm out of ideas.
