Blinking icons in taskbar
Few months ago I noticed that icons in my taskbar started to blink from time to time. The blinking/flickering happens when I, for example, delete file or emptying recycle bin. Here are some accurate examples of my problem:

This also happens when I surfing the web. It happens at random times. Let's say once per 5-10 minutes. Sometimes during the blink there is also spinning mouse circle icon appears for a second.

Sometimes this blink starts to annoy me, sometimes not. The good thing is, I only have 2 icons in the taskbar. Why is it happening? How to resolve it? By the way, this also happens in Safe Mode, so it can't be related to drivers. I also made clean Nvidia driver installatioin (with DDU) to make sure it's not a driver or video card issue.

Well like others were suggesting to run CCleaner and wipe out anything for Chrome browser.
LOL there is no corrupted account if the OS is clean, cmon folks...

I'm curious, but on what monitor is all this happening? model, hertz, is there any overclocking of the lcd panel and what is device, recorded video, settings

Well, problem is still there, after 7 months... Was looking for solution every day, but I found nothing.

I tried to use Chrome on half screen and noticed, that it's not just taskbar, but desktop icons refreshing too. Both desktop and taskbar icons quickly blink every few minutes.

Also noticed there is a quick icon blink each time I click on "change adapter options" in ethernet settings. This blink is probably unrelated to Chrome.

I have a copy of Total War: Warhammer (and some other games too) and I will give it to someone who gives me a WORKING solution to this problem.

I'm sorry linas.warrior. What a terrible response this topic had. I too have this issue and it annoys the absolute daylights out of me, not so much with what it does but with how difficult it is to try and fix it. I wish you the best of luck.

Have you tried:

Open regedit
HKEY_CURRENT_USER\Control Panel\Desktop
Find ForegroundFlashCount
Replace the value for Value Data with 1
Find ForegroundLockTimeout
Replace the value for Value Data with 0

Worth a try..?

Why don't you just have the taskbar hidden. Why would you want to see it anyway. It doesn't matter if it blinks or not you will never see it.

Been messing about with it, a "workaround" is: properties of recycle bin, select dont move files to recycle bin, and check Display delete confirmation dialog..

Well, I don't care about that blinking when deleting files anymore... I'm more concerned about the blinking (my another topic) when I'm using Chrome...

Hey,

I am having the exact same issue as you. Icons on my taskbar flash/refresh periodically once every 5 to 10 minutes. It happens only when using Google Chrome. The issue started about a month ago for me, and I am researching possible solutions to fix it.

I tried to friend you so we could chat about common factors our HW/SW configurations share, and possibly track down the culprit, however you probably blocked me :) (I wasn't able to message you beforehand)

Sadly there is no any fix. I was looking for it in past 9 months. I tried everything, but nothing worked.

Did you installed any new apps?
What PC components do you have?

If your PC specs on your profile page are up to date, then the only common hardware we share is GTX1080Ti, however, mine is Gigabyte AORUS. I do have system installed on nVme Samsung 960 EVO SSD, so that's some similarity too.

As for the background software on my tray, it is:
ESET Internet Security
Google Backup & Sync
SoundBlaster Z control panel
X-Mouse
nVidia driver with GeForce Experience installed
Skype

There are also various 3rd party background tasks that are not on the tray:
Oculus Services
V-Ray licensing services
Adobe licensing services
TeamViewer service
Ephere Ornatrix licensing service
ASUSTek driver service

My bet, however, goes on some Google Chrome settings that are being stored within your user account so the issue returns after fresh Windows reinstall, or some settings stored within your Microsoft account, so they also get restored when you do a fresh PC reinstall.

That's why I wanted to get in touch with you via a realtime chat, so that we could narrow it down faster, instead of lengthy forum posts :)

I don't think it's related to Chrome or PC sync settings. My laptop has Win 10 and it doesn't have this blinking problem.

I have no idea what it could be. I'm out of ideas.
