But I'm willing to bet it's just a bad GPU driver version, as it's persisted since the 5700 series launched. Worst case scenario, use DDU to uninstall the driver and then install 20.2.2. or 20.3.1.

Does it happen in specific games, or just on desktop as well? If it just happens on desktop
(i.e. when idle or doing basic tasks), then the card itself may actually be faulty...
If I were you, I would open an RMA process with the manufacturer to replace the card, it sounds like the card is faulty, because it shouldn't be doing that.
RAM shouldn't have anything to do with a GPU issue.
You didn't overclock it or anything, right? An unstable OC could also cause issues like this. From my experience, Navi cards can be a bit temperamental with overclocking, especially models that are basically at AMD's official overclocking limits out of the box, like the AORUS 5700XT.
Also, if you had another GPU previously, did this issue ever happen for that one? (Just trying to rule out that it's not the display itself.)
If it's been like that since day 1, and DDU in safe mode for a clean install of the latest driver doesn't stop it from blackscreening while idle, it's most likely going to be a faulty GPU if it's running how it should be out of the box.
