It's not really up to me, since you're the one that's buying it; do you think ~50% improvement in games is worth almost 400 quid?

It would provide more performance, for about the same price.
So, they'll inflate the numbers quite a lot, because many people actually over estimate the average FPS they have.
And, it doesn't matter what CPU they have, so they could pair it with some POS FX CPU, that is massively bottlenecking them, so they get lower FPS.
It also doesn't matter what resolution, so some could be playing at 4k.
So, as a whole, those ''Effective FPS'' numbers are kinda ♥♥♥♥♥♥♥♥, and you can disregard them.

Oh, ok. I never really pay attention to those numbers but in this case I did just for the heck of it in case OP plays that. Interesting.
Seeming the 2070 super is on par with it when it comes to performance and that easily costs £480++ it seems reasonable that the £380 is a bargain in comparison. What would I upgrade to that is new and not secondhand which would give me a considerable improvement and costs less that £380.
May I add that the cost isnt the issue I just thought if Im stuck at home for the next 6 months until schools reopen I might as well upgrade my gpu to run games at max settings and that seemed the most logical choice to boost my performance in later titles like COD warzone where I struggle to hit 144fps at 1440p ultra.
Im upgrading now because of the lockdown in the uk and I have nothing to do apart from revising for my A levels and playing games for the next 6 months, no point waiting for something which is definitely delayed due to the intense cases of corona virus in china and east asia where gpus are manufactured. If in time the 3xxx releases and they have a card faster than the 2070 super for less than £400 then maybe I'd consider upgrading again at the time
Also you're looking at the data where users have inputted their fps which is far from accurate, if you scroll down you'll find its 67% faster in the benchmark which is a lot in terms of FPS. 144fps is much better than 86 fps if you put it that way especially on a 144hz display.
What's the release date on the 30 series? Could be a longer wait than you expect. It's not wrong to wait, if your performance is already satisfactory. It's also not wrong to buy a needed upgrade today... At any rate waiting is a choice, not a brilliant strategy.
Also may I add the 1080 ti and rx 5700 xt are actually very close in real life performance, the rx 5700 xt actually beating it in some games such as BF V and Forza. Seeming the 1080 ti was the flagship card of the last generation costing 2x as much msrp I think the RX 5700 xt is a sick card

An increase of ~70% in a benchmark doesn't mean ~70% increase in FPS.
Though, I do appreciate that you're pointing out that the FPS numbers are flawed.
However, I've already been there, and done that. (Read above in the thread. :) )
If cost isn't an issue, then I would opt for something like a 2080S. Much better performance, cheaper in the long run. (Since it will require longer before upgrading.)

My son was extremely happy to get my old 1070ti as a massive upgrade to his old R9 390, and pretty good match for his 1080/144 monitor as well.
This thing absolutely crushes 1080/144 so there will be a good benefit on 1440 compared to your old kit. Go for it!
Of course it's a choice hence me ''suggesting'' and not telling him to do so, i have no idea on the release date, and i am not so happy with my 1080 but i think it is best to wait rather than buy at this moment in time, just throwing my angle out there for as an answer to the question, is that not the point of asking a question to get others opinions ?
You can't know that unless you know the future. As soon as I got my 2070 they threw out the Super series.
