If in doubt - measure it, another user says the card is 5.5" wide, 1.5" tall, and about 7" deep, I of course have no idea how big the CPU heatsink is for example :)
Like I say, I expect it to be fine, but not having your PC there I can't say for sure, but you should be able to return it to amazon if it doesn't fit - do not buy from a seller that won't accept refunds lol.
Main thing to check when fitting (other than there's room of course) is airflow - that it doesn't affect the CPU heatsink (doesn't look like that'd be the case) and that no other cards impact it's airflow.
I read somewhere online that the spacing shouldn't be too much of an issue if your GPU that came with the PC doesn't have an LP bracket, but like you said, it's a bit iffy with OEM cases.
Blower types blow air out the back, ones like that blow it back into the case.
Blowers have a special air chamber inside which that one doesn't. They suck air into the card and blow it out the back. Fans like that push air outwards from the GPU via heat pipes.
This is a blower:

Are you 100 Positive of that? It looks like a regular ATX case, you may actually be able to fit it in.
EDIT:
Height: 36.7 cm (14.48 inches) unpacked
Width: 17.5 cm (6.91 inches) unpacked
Length: 38.9 cm (15.35 inches) unpacked
Of course it's worth pointing out that this could be a good time to replace the case - maybe double check that when HP say uATX they've actually conformed to uATX standards (I've had a couple of situations with Dell where they've used a standard form factor but intentionally made the board incompatible with a default case by using weird layout) but assuming they have, you can get a full size atx case and have much less hassel with future upgrades and better airflow :)
On a side note, this PSU http://www.newegg.com/global/au/Product/Product.aspx?item=N82E16817151094 should be enough to power the 1070, right?
