Just wanted to upgrade the CPU to have more ghz and threads/cores. These ones are at 3.20+
Yes but Server CPUs aren't as good as good as others for gaming. Ghz and cores/threads isn't every thing. You could find a CPU with lower Ghz Cores/thread out perform those server CPUs
A budget of how much your prepared to spend would help.
I'd also suggest stating what monitor you have. At least what connection it has as if it is limited to older connections you may not find them on newer GPUs and need to buy an older/used GPU, adapter, conversion cable or a newer display
(if used for gaming ofc)

If your PSU was capable of running HD 7970 then it has no problem running RX 580, it doesnt take more power then your old one.
Maybe that'll ^ help see where your cpu is.

There's an Rx580 and R9 280x (HD7970).
I also had a R9 280x 3GB die on me and swapped in an Rx 580 8GB the 580 is better but when I got the GTX1070 it was a more impressive upgrade from the R9 280x 3GB (HD7970 3GB).
