When I play, the CPU temperature fluctuates between 60ºC, is this normal?
When I play, for example, the NBA, CSGO or Destiny 2, among others ..., the temperature is between 58 to 63, is it normal?

Yep, it absolutely is.
Basically, more load you put on your CPU - more heat it will produce. Load in videogames is inconsistent, because one moment you can be just staring at the wall, and the next moment you might be looking at a five characters moving and shooting and stuff, hence temperature fluctuates accordingly. CPU fan also adjusts its speed all the time, which adds up to inconsistency - you reach some temp, it goes faster, CPU cools down, it reduces the speed, etc.
Basically, until your CPU or GPU temps reach 80+ degrees - don't overthink it, everything works just fine.

am3/3+ have a max of 62-72c
anything newer has a max of 90-100c

What they meant was that you wont thermal throttle until you get to those temps.

He poorly worded it, what he meant to say was ''The CPU won't throttle until it reaches x temp.''

Actually, they do, depending on how you read it. Since you didn't specify what you mean, there's 2 things it could mean.

Max reached temp or max thermals allowed.

So, you're half wrong (simply because you didn't specify what you meant.)

Though, I'm being really pedantic here, and it doesn't matter to much.

Yeah, perfectly fine, and it's quite cool too.
Only worry if your CPU reaches 85+c, when it does, you could clean it out.

no they dont, they can effect the current temp, but nto the fmax of the cpu

Nah, 70 degrees is pretty much safe.
The damage is not being done by high temps. In fact, to start melting solder under the contact pads, you need more than 200 degrees. What is affecting the life of a system is high ΔT. Pretty much like when you find a cold beer bottle and throw it into a fire - it cracks due to temperature rising too fast. The same applies to PCs, only it happens slower, and with micro cracks.

It's i3-8100. Totally nothing to worry about.
