1. Does it matter if you can find solid proof of it specifically saying the 970 is locked to medium? Not really.
2. OP literally said initially that he couldn't go above medium in the settings at 1440p, so Autumn said:

yes, ryzen 1700 can run everything at max settings. i know.
Just sying, your CPU is not even worth $150 bucks these days. Because far better CPU Ryzen 3600 is $175 brand new.

This is something people would play game with me when I was look for a new car back at college. I would love to heard another user have Doom Eternal with GTX 970 and say the exactly same thing.
Off-topic: I played Deus Ex Mankind with GTX 680 while I maxed settings everything, it is really slower and lag due to not enough VRAM. I knew GTX 680 is really old, but I need to focus on fixing my truck first.
Apparently it works, though I've only seen one person say it does.

Come on, it's more like 25, be more realistic.
I use a 960 -4gb model in my secondary rig the GF uses and push 1440p with it. I wouldnt ask it to push the new Doom at 1440p max settings, I'm not stupid, but I have no doubt if shredder would compromise a bit on setting he would have it running fine on a 970.
But he does need to accept no more top end settings. Specailyl with the .5gb gimp.
