Sounds like your mobo notices CPU has increased its frequencies and temps and tells your fans to go higher. You can change the way fans behave in BIOS settings or via SpeedFan application.

i just turned on the speedfan auto setting and it is not doing it anymore, for now
also gpu temp = 50C
cpu 30-50C

Yes overall this is how pc fans are supposed to work when connected to motherboard via 4pin pwm

Put SpeedFan in OS startup if you end up liking it and then control them that way.

You can disable hardware acceleration in Web browser; and set Steam.exe to adaptive in power management in Nvidia Control panel to avoid these apps pushing 3d-clocks on your gpu for no reasons

[DELL T1700] Fans error
This just started happening after a week of not even using my PC.

On startup my fans go 100% twice in a row for around 15 seconds.
but the worse thing is the fact that this happens also when i open a folder, my fans go 100%

Pc is brand new (december 2018)
gpu temp 50
cpu 30-50
That's what fans do, they spin up when needed. Especially the 4pin connection. When you open a folder your pc ramps up the clock to it's full value, thus creating the need for more cooling. It shouldn't stay that way though.

it doesnt stay, just for 10 secs

you can lower the fan curve in bios
or uninstall any explorer addons to reduce cpu usage for explorer

it may also be that you have the front fans plugged into the cpu fan header
double check that they are on a cha header and that the cpu fan is on a cpu header
