I recommend trying to go back to the 417.71 drivers from mid January, those seem to be the most stable.
The ones with the most problems are the 419.17 ones from the end of February.
Which could fit with your problems as that was 2 weeks after the release of Metro Exodus.
Apart from that you can try and monitor the temperatures of your card during those games, maybe there is a heat problem.
What games are you playing that are not up to par with the GPU you have?
hello, i have a EVGA 850 80plus gold power supply, and settings set hight, and the game with poor performance metro exodus shadow of tomb raider, but pubg dayz and black ops 4 work correctly same for 3dmark a good score
Do you by chance use GeForce experience? Do you have it auto set in-game settings for you.

i tried without oc same probleme
the frequency is good i have msi afterburner cpu 4.4ghz temps 50 and memory 3200mhz and GPU 1987mhz with 60 temps, dont have GeForce experience
me and my friends are all lost we can not understand this problem
Did you try to run some high performance benchmarks to see how your GPU stacks up to others of its kind?
I dont talk about game benchmarks but benchmarks that only put max load on your GPU to make sure its nothing wrong with your card.
Benchmarks like 3D Mark "Timespy" or if you want free the "Superposition" bench.

As for the rest
Set Power settings to Performance in Windows and in the NVIDIA CP
Fully disable Windows Game Mode stuff (this can cause issues as well)
Close any un-needed programs/processes running in the background
Just a few other things to try
Your GPU usage seems fine but the CPU usage seems a TAD low, but for a CPU of that class i guess it could be normal
Have you checked to make sure the GPUs clocks are properly raised in games? If the GPU isnt upping itself properly that can cause performance issues
