maybe this solves your trouble. but it won't maybe. you should try imho.

Got a callback from a Microsoft Supervisor as I enquired about the update today. I have case number in case someone else has an issue.

you can set this up via Settings/Downloads/Steam Library folders and creating a steam folder on that other drive, then when installing games you can choose which drive to install it to
As I have an SSD where the game is installed, windows update created an windows.old folder and filled up the SSD. I had to delete the windows.old and some other crap and change the page size and it is working again.
