And yeah, HDMI supports 120 just fine.
Wipe gpu drivers with DDU via safe mode option. The install latest ones fresh after a reboot. Reboot once more after driver suite has been installed fresh again. For refresh rate and rgb type settings, do this within nvidia cp
Edit; There are DCH and Standard drivers available from nvidia, DCH does not include control panel, make sure you get the standard drivers if you want CP included.

I did all the basic steps, update drivers, check settings, restart pc, try again. If the problem consists i don't actually (myself) have a solution because that solved it for me.
You may have a poor quality/dead or poor signal DP cable.
He means if you end up downloading the DCH driver Nvidia Control panel won't be installed the normal way, with the driver, it's installed via MS store. Same goes if you get the DCH & WHQL driver. If you don't want to use MS store to install NVCP make sure it's the WHQL driver you get. I've tried the DCH driver twice now and both times I've had to mess around to get it to work correctly. Thus I'm sticking to WHQL drivers until Nvidia stop providing them and gives us no choice

Cable length CAN be an issue, BUT only if its an EXTREMELY Long cable..
Cable quality plays a part as well though, 1 HDMI cable may be better quality than 1 DP Cable and have better results with the HDMI cable for example.. Not all cables are created equal.
But generally speaking, DP tends to be better than HDMI and at a refrest above 120hz DP tends to be required..
In Nvidia control panel you can click System information in bottom left corner and it'll have Driver type as DCH or WHQL. DCH is for Windows 10 style of software installs MS wants whereas WHQL is the version we've used for decades.
Wipe all nvidia using the ddu app in safe mode. Then download latest Win10 nvidia gpu driver from nvidia.com and select Standard, not DCH

If I'm not trying DCH drivers I obviously know how to get pure WHQL drivers
