Also google for posts about your psu model. It might be a flaw with the fan speed design.
Most high power premium quality psus don't use the fan much and remain near room temperature to touch. They are called semi-fanless. Check the psu temperature.
Reinstall the psu control software. Check cables. Email Thermaltake etc.
And according to tomshardware the 1200w version is a lot noisier than other psus so it might turn out to be normal.

Adding could be another piece of hardware not functioning correctly taking the load off the power supply unit.
What power supply unit do you have how many watts ?
It only takes 1 hardware on the motherboard to function incorrectly to cause this
Could be an inbuilt temperature set to the cpu?
If you uninstall the app does it return to normal.
Open the side case and have a look at all other case fans gpu fans on motherboard hardware are they spinning normally.
What is connected externally.
Regardless your wife's PC has similar hardware no 2 computers are exactly the same with hardware quality. Some can be defective.
I took all the ram out to make sure that wasn't messing with it, took out the graphics card, it was still doing it regardless. My next move is to reinstall my Nvidia drivers for my card as someone else said there psu wasn't doing it until they installed a new Nvidia driver. I doubt it's that but for all I know it could be anything. As for the app that controls the speed, nah the psu was acting like this before I installed it so the app isn't the problem. Also it's 1050w not 1200w.
Anyways, yeah this thing seems to have a mind of it's own.
What is the ambient/room temp?
What fan mode are you using?
How much of a load was on the PSU at the time?
It also seems to have a load limit of ~600w for the fanless operation, which I don't think your PC should get anywhere close to unless you are overclocking to the max.
Edit- Still doesn't really explain the fan being stuck at max RPM. It shouldn't be anywhere near 1500RPM if the load is less than 600w and the temp is in 33-34C range.
If you aren't currently using it, I would change to the "Silent" fan mode and see if that helps.
