Why is steam putting an unplayable game on sale?

The game Anno 2070 is unplayable. I got it a year or so back, and the game literally cannot be activated due to their servers no longer be active. But now Steam has put it on sale on their front page. I got burned and didn't realize the issue in time for a refund. But it seems sketchy.

False information is being spreaded.
It works. Online functions are up and running.

I activated my copy yesterday -> downloaded via Uplay, activated at startup via Steam = No problems.

The game works fine if you fix the .exe file. Online, too. It's a bug within the update launcher that Ubisoft doesn't give a ♥♥♥♥ about.

The game work perfectly fine. Off and Online.
