Gtx 750 Ti Problem need help

Hi there,
I have a big problem with my card,basically it seems to lose clock speed while im playing some games and with that my fps drop drastically for few seconds and keep repeating it every now and then (seconds or maybe every minute if im lucky),i dont know what to do apart build a new rig some day,i use ddu to uninstall the drivers and reinstall them but nothing happen...
The problem come with some games like subanutica(can run the game at full high detail etc but this problem keep me away from playing it decently) ( even at low this problem persist),but in others like kenshi,world of warships i dont have this problem i dont know why and kenshi is 100% more heavy to handle than sub...

P.S i broke the fan of the gpu by putting the finger in it because it keeps ramp up for no reason every 2 seconds even a 20 degrees celsius at idle,it stops and keep ramp up in game when this problem appaer the fan ramp up a lot and the fps drop then all back to normal ,then i replace the cooler and fan with my old gt 730 to replace the broken one,the fan dont ramp up anymore but it's a 3 pin conector so i dont have anymore the control over it.
P.S.S I try to overclock it but the problem persist,i wanted to try to put the card on max performance at all the time but i can't because is not an evga one so i dont have the k-boost option,i heard about a trick to use it but im scared already to overclock a thing (i managed to go +60 gpu ,+300 memory )

Those thingies are responsible for managing the amount of voltage your CPU gets. If it doesn't get enough voltage to maintain some frequency - it will be forced to run slower. Now, this might not be the only problem u have, but it definitely is one of them and it's best to make it go away. You can easily find VRM aftermarket heatsinks for next to nothing in China, PC repair shops, on Amazon, craiglist and whatnot. Whatever works best for you. Things looks like this[aliexpress.com], are easy to install and can help a lot. Also making sure you've got a nice airflow in your case is always a nice idea. What's your case model and what case fans do u have?

Just zip tie a decent case fan to the gpu and plug the fan into motherboard.

Whats you cpu/hdd usage and GPU temperatures when the problems happen?
temps about 60 degrees hdd work fine cpu without this drops work at 70/80% but it drops too sometimes to 60 i think or under this problem goes to 100%, now the gpu dropped to 135 or something while playing subnautica.
Edit cpu, 100% everytime i have this problem, happens to borderlands 2 some gime but not as heavily as subnautica

Then it has absolutely nothing to do with GPU. GPU can only render frames sent by CPU, and if CPU is not able to send more data - there's nothing for GPU to process, so it just waits. If it happens all of a sudden for no particular reason - it might be thermal throttling on CPU or NB, or some other app or virus loading a CPU with its own tasks. Considering it's Phen 965 u got there - I strongly recommend trying to touch your mobo's NB with a finger. If it's hot as hell - there's your problem.
Mh, i don't recall what NB is, now im trying to touch everything and see, maybe tomorrow ill go check if some store sell some thermal paste and reapply it

The silver fence-looking thing between the CPU and videocard. Try running stuttering game for like ten minutes then touch this thing. Also the black little boxes near the CPU, other side from RAM, because ASSRock. If u're not sure if u can touch those without hurting yourself with fans around - unplug your PC right before touching anything.

i don't know what case i have,is an old one with the left panel open to mimic the glass thinghy :) ,im lazy to put back and and i left it open for airflow purposes,no extra fan apart cpu and gpu,
So if i find and put one of these on both should work a little better?

im looking some videos about these vrm heatsinks..god tomorrow ill look everystore and ill buy one fore each vrm i have on this mobo!

Pretty much any case except for really really old ones got mounting holes for case fans. The idea is to make a pressure inside the case, so the air will go around your heating parts, take some heat, and go out. It can be designed in many ways, yet the purpose remains - u just make air go in and out. Open case is usually better if u haven't got any case fans, but a close case with at least 1 intake fan and 1 pushing the air is enough to provide enough cooling for low-mid tear PC.

They say all kind of nasty things about ASUS. Comparing the same priced things made by ASUS and other companies in many cases ASUS looks like the one putting too much money in promo companies and too little in quality of their stuff. And ASRock is generally a budget-oriented part of ASUS. Now, if ASUS does things a little bit too cheap with their shiny ROG stuff - imagine how bad can ASRock sometimes be.
