High GPU clock with Steam Client even at idle

Any ideas?

What kind of CPU are you using?

CPU clocks aren't a problem, and Intels usually idle at a relatively high clock. Even at desktop my 8700K flicks between idle and full 5.0 GHz every few moments. It's CPU usages that are an issue.
The CPU is not the problem... in Idle it works at 800MHz instead of 3500MHz...

If only Windows idles without steam client the clocks of gpu drop to

GPU 139MHz
Ram 300MHz

If Windows idles with steam client startet the clocks of the grafccard went to

GPU 1404MHz
Ram 3500MHz

It depents on the steam client since last update

What's the make & model of GPU?

If it's your GPU clock that's high, check the power management option in your driver. If you have Nvidia, you want to set it to adaptive to enable adaptive clock frequency. Also, if you have the maximum performance power plan enabled in Windows power settings, that will max out the CPU even when idle, maybe the GPU too - I haven't tested. Change to the balanced plan instead.
