The motherboard is an old intel desktop model with a Q97 chipset. It's not a gaming mobo, so research on what it will support is needed.

Would I buy this system? It's worth $40-$50, nothing more.

Cpu - probably limited to 2xxx series cpus with a Q97, the fastest being the i7-2700 and i7-2700k. These will run current games at a good framerate. The i5-2400 is OK but at reduced settings.

Gpu - should handle nearly any gpu. If the cpu was upgraded anything up to a 1070 might work fine. But given the mobo a 1050ti would be all that I would spend on it. Anything else is a waste.

Memory - another 8gb might help but unlikely as the cpu is too weak to run multiple apps concurrently.

Disk - an ssd would help performance

Psu - old pc's often have psu's with sufficient power but insufficient voltage regulation - which means replacement if the pc crashes with a new gpu. Also they might not have the connectors needed for a gpu upgrade.

You will be fine with just new gpu.
You can get and put in a GTX 1050Ti inside that and get a huge boost.

16gb RAM would be good, but not worth getting for such an old platform.

Do you know the full model of that Corsair PSU?
CX? CXM? VS?
If it's CX/CXM, does it have the label on the side with green letters?

If it's the CX/CXM "Green" or the VS, it's something that you would need to swap.
As they are bad and unreliable power supplies.

If it's CX/CXM but the lettering is grey, it's ok to use but is wise to be swapped when you upgrade further.

2nd gen i5 isnt horribly weak
a 1050ti would be a nice upgrade from the 750ti

another 8g of ram would help if hes running close to the limit

he could throw in an i7 3770
