Would i7-7700 and H110M-A work?
I also have a 450w PSU, I might be upgrading but probably not right now, just asking for the future

It would, but not recommended. H110 boards are generally quite weak in delivering power to cpu. They are not really designed for anything higher than i5.

Yes, as long as the BIOS is updated.
Can you maybe recommend a better cpu paired with H110M-a and 1060 3gb, will the box fan be ok (not going to overclock) and also would my cpu be enough for that cpu?

i5 7500 is pretty much maximum for that board.

What do you mean by maximum?

If you point a fan at it it should run the 7700k just fine.

If you want to be safe you can always get a 7700 or even a 7700T.

Anything above can make the power delivery on the motherboard heat up badly, since the motherboard doesn't have heatsinks on them. (the big components around the cpu socket)

The power delivery on that board is weak and thus anything higher than the i5, can cause too much stress on the board.

Yeah a 7700 is what I am planning to get, my current cpu is g4560, should I get a VR Headset first or a cpu upgrade

You are not going to play VR games on a 1060 3gb.

For VR you want a 1070 minimum.

So you say i5 7500? How well could it run VR (if you know)?

Why not? people play VR even with a 1050 Ti
And 1060 is in recommended VR requirements

Fairly well, it fills the recommended spec.
4 cores can limit it a bit in some VR games.

You want the game to run at 90fps solid or else you will get motion sick.

1060 3gb is plenty for that, although VRAM amount itself can limit it...4gb would be recommended.

So you are saying there is no game that VR could run at 90 fps with a 1060? Or do you mean most demanding games like Fallout 4 VR and etc.

Steam VR test runs in 120 fps

It really depends on the game of course.
