2. is the monitor plugged into wall socket and power button turned on?

Try starting board in minimal configuration, this is what the first troubleshooting step will be for any repair shop/technician. Unplug everything - front panel, sata, any ssd/hdd you have, all usb (even kb+m), leave one stick of ram and a videocard (ideally also try something different/old here). Ideally - remove the board from the case and do it on a table.
This allows you to avoid whole bunch of stupid issues (led instead of reset button in FP connector?) and if stuff does not work like this you may be pretty sure that one of very few components (board, cpu, ram) has issues.
I put a build together before and everything seemed fine, just no image! My problem turned out to be my CPU wasn't installed properly even though it went right into the socket. For some reason when I locked it down, some of the pins weren't making proper contact. So no pcie lanes! I reinstalled the CPU and I had an image again! Intel board with pins on mobo.
So chances are that your CPU isn't making proper contact with socket. Try installing it again and be extra careful of when locking it down.
