Adaptive allows the card to draw power based on what it is doing. Desktop (low) Games (high).

Maximum is full power to card all the time even on desktop.

Consistent? I assume is Adaptive.

Optimal: Lowest power state when not running games for 1080 cards and upwards.

Adaptive: Low power state and switches to high power state when running games (any card).

Maximum: High power state at all times (any card).

Just leave it all on the defaults unless you see a reason to make a change.

Only thing folks must change usually is under Change Resolution if need to pick the proper refresh rate. And also under here make sure it's set to RGB and FULL.
