blowers = avoid, unless in a small htpc where hot air needs to be exhausted through the expansion slot

1 fan, upto 50-100w
2 fans, 100-125w

strix = asus, tuf = msi, makes no difference really its the brands series for hardware tiers
I mean if you're living in such harsh conditions you're gonna have to accept there's going to be some risk of failures and whatnot that no consumer brands are accounting for...
Furthermore your question is really demanding a statistical answer and that's not something most users can provide out of their own personal usage. Especially in the fairly specific criteria you've listed. So any decent response attempting to answer your question would need to link to some hard data, which if it's out there you can find it yourself, you shouldn't need us to google it for you. And if it's not, your question may have some issues, like just being too niche to get a reasonable answer.
So if you're happy with random guesses and single experience opinions, that's fine and what you're largely gonna get, but it doesn't really sound like what you're asking for IMO.
Don't really have a choice for gpus. Used to use Asus for years, but their QC was never super and in many cases is just bad these days.
